What's your feeling on paper trainers?

So many times I see so many trainers listed on a horse and yet they don't train a certain horse they have given a groom a stall in their barn.
Now their is south of that out here in California..
Pretty admirable? But at the same time it can also be very profitable?
U get the trainers percentage for doing nothing.
Yes their are some risk involved .

No Jen and Gene have been friends since Jen came here long b4 her romance with Pena.

Jen owns the horse Cat Call  and has for a longtime .

That is why Pena was in the winner circle Saturdaynight first pictur since his sabbatical to say he's reinstated. But I would think the Stewards here when and if he has a horse will fine his azz and don't think they won't they don't like that shit here.

Funny thing about beards and paper trainers.
Why does it seem that the people who bet on the game seem to know who the beards are well before the stewards and officials at any given track?
