This expansion raises $317 million in initial fees to offset the postponement/scrapping of the $500 million bond sale a month ago.

That could certainly explain some of Gov Quinn's about face on the issue. Didn't need that extra dirty gambling money just so long as the State could continue borrowing at a reasonable cost, but cancel one little $1/2B bond sale for fear no one will buy at the price, and voila!

Not sure no one would buy the bonds........but the rates of return to investors were SKY-HIGH.
