What "major" track wants to go back to dirt?  My only guesses are Woodbine or Del Mar.  They all should go away except Hollywood.  It plays like a dirt track and kick back isnt visible.

Problem is Keeneland owns a chunk of the company that makes and installs the artificial surface, don't they ?

It is got to be Del Mar.  They have designs on the Cup and there is no way that the BC will return to synthetic.  Plus I really don't think anyone has ever been happy with that surface the California Board mandated use of....

The inner track and that would be horrible.   Nyra has more pressing issues.   Nyra horsemen would flock to florida and aqueduct inner would have woodbine horsemen.
