I think for the rule to be legitimized, players should be forced to wear actual horse collars.

HORSECOLLAR penalty for tugging near the neckline of the uniform is absurd. But if you pull the player down by those nasty dreadlocks hanging out of helmet it no penalty . So just grab that long nasty extension and hold on till you hear it crunch .....
