Author Topic: Meadowlands hires private investigator for the integrity of racing  (Read 1525 times)

East Rutherford, NJ --- The Meadowlands Racetrack has been proud to be home to the world’s greatest harness racing since its founding. In addition, the racetrack takes pride in providing a racing product that is driven by integrity. In the 2013 racing season, the Meadowlands Racetrack will take another booming step in providing that integrity driven product.

The Meadowlands Racetrack has announced the hiring of a private investigator who will be focused on the integrity of racing at the New Meadowlands Racetrack, Tioga Downs and Vernon Downs.

Chairman of New Meadowlands Racetrack LLC, Jeff Gural, made the following statement:

“It has always been one of my top priorities to provide a racing product whose integrity the betting public can be proud of. I feel that this step is a significant one in achieving that goal at The Meadowlands Racetrack as well as Tioga Downs and Vernon Downs. I look forward to working with our field investigator to support the world class, integrity driven racing product the betting public wants and deserves.

“Our goal is to provide an integrity driven racing product at the three tracks as we continue to ensure the health and welfare of our equine athletes both on and off the track. I am personally disappointed that so far we have not been able to come up with a program where a small portion of slots money is used for testing and marketing purposes, so I will make this important first step, as for me anything less than a level playing field is unacceptable. Anyone who feels as I do and who would be interested in sharing the cost of this new integrity program at the Meadowlands, Tioga Downs and Vernon Downs, should contact Jason M. Settlemoir at jsettlemoir@newmracing.com.”

An important aspect of the new field investigator's duties are outlined in Section 27 of the 2013 Meadowlands Racetrack Racing Application. Upon applying for participation to race at The Meadowlands, Tioga Downs and Vernon Downs during the 2013 meet, horsemen and trainers must grant unfettered access to Meadowlands Racetrack officers, agents or representatives, to their ship-in stalls, training facilities, etc., as discussed in Section 27 of the application.

 It reads as follows:

    In consideration of the Meadowlands granting me the privilege of racing at Meadowlands Racetrack, I hereby appoint the Meadowlands Racetrack, its officers, agents or representatives as my agent for the limited purpose and authority to enter, without prior notice, the ship in stalls at Meadowlands Racetrack and/or any other premises, either in-state or out-of-state, including but not limited to any off-track stabling facilities, farms, training centers or other racetrack facilities, for the purpose of checking on the well being and health of any racehorse listed on this application or entered in any upcoming Meadowlands race by me as trainer. Checking on the well being and health of any such racehorse shall include but not be limited to the taking of blood or urine or other testing procedures by the Meadowlands officer, agent or representative. By acknowledgement of this limited agency given by me to the Meadowlands officers, agents or representatives, I acknowledge and agree that the Meadowlands officer, agent or representative is my agent or guest or invitee and is permitted to enter any of the above mentioned premises as my agent, guest or invitee. Additionally, I agree to produce at my own cost and within 24 hours of a request by the Meadowlands officer, agent or representative, any horse listed on this application or any horse which is entered in any Meadowlands race which is under my custody and control and which I am listed as trainer of record, for the purpose of blood, urine or other testing procedures at a designated location at Meadowlands Racetrack or other location designated by the Meadowlands. In Meadowlands sole discretion and for good cause shown, this time frame can be extended at my written request. In the event of non-cooperation and failure to adhere to these conditions, I am subject to the loss of privileges to enter horses at Meadowlands Racetrack. By signing this application, I further acknowledge and agree that the grant of racing privileges at the Meadowlands Racetrack is a privilege afforded me by Meadowlands Racetrack and is not a property right.

This may open up an interesting can of worms.  Let's say trainer A is stabled at Showplace Farms and he agrees to grant unfettered access, which by the way the racing commision already has, but trainer B who is also stabled at Showplace does not grant access since he only races at Chester and Freehold and the two are in the same barn.....or even the same shedrow if one of them only has a few horses.  Trainer B may not want anyone from the commision in his barn.

I can see the lawyers having a field day with this one.  I'm not saying it's not a good idea, lord knows the commision does a bad job at the farms now.

Its nice in theory, just more lip service. Many tracks have had their own PI's for years, who have never accomplished much? Who's he going to hire, some ex employee who worked for some commission? doh

I think its a scare tactic. To do it right you would need Elliot Ness and the G men. Not 1 PI for 3 tracks.

The PI should come out to the VIP parking lot after the races.
On more than one occasion I saw a few drivers talking to Anthony A ( the guy that used to be with Marty Scharf and then Kleinhans, don't know about now), and saw a few envelopes passed out.
I'm pretty sure those envelopes didn't have "Buy one, get one free" coupons for TGI Friday's in them.
Since Gural has taken over, all of the formerly barred scumbags that were ejected when the State ran the track, have reappeared.. Won't mention then by name, but any of the NJ guys that know the Meadowlands will know who I'm speaking of..
Gural is fighting an uphill battle here..Low interest, low handle, low purses etc..
He must REALLY have some good knowledge that the slots/casino will be forthcoming.
Otherwise, I see Garden State Park all over again..And I really loved GSP..

When the trainers have to sign all their privacy away they will forever be looking over their shoulder.   It will be a big thing if they were ever to catch someone. Just take a horse and start testing it everyday for 3 weeks..  You will see some of these things drop a couple seconds, or more...
Gural has all the power he needs and is just starting to use some of it...

It just seems to me that people are always bashing Gural, and I see him as the only person who put up his money and is trying to make a product better. How can this be a bad thing? and why do people bash Tioga and Vernon? On the many occassions I have gone to both tracks, they were very well run and bettor friendly.

I don't think this guy does anything for perception purposes.
He has a lot of money tied up in this operation and cannot afford to have some lowlife scumbags sabotage a $100 million project.
It is impossible to prevent someone from cheating, BUT, you can prevent them from cheating repeatedly..
I've not been to Vernon in many years, but found Tioga to be a very nice place that seemed to be run very well.
Not many harness raceways can say that today.
As I've said, Gural is making a very large bet that NJ will grant him some sort of casino in the near future. Otherwise, he is simply blowing a huge amount of money trying to revive something that saw it's best days 30 years ago.

I drove on route 17 past Tioga to Elmira, Corning, etc.
You are right, it sat like a deserted amusement park for 20 years with tumbleweeds blowing through. I went to the place when it was quarter horses in the 1970's.
OK so Jeff Gural see's a vision (Track+Casino) and makes an investment....wheres the problem? Millions of people know that area and drove on route 17. why didnt THEY invest $$$ knowing a casino could come?Huh.

When Meadowlands opens on December 28 or during the winter meet, I want to meet Jeff Gural, and I want to thank him for what he has done and is trying to do.

Last point, the type of people to really dislike are not people like Jeff Gural, its the people that owned Monticello or places like that who promised things would get better when casinos came and they NEVER did. Not a nickle was put into the track, purses stayed the same, nothing improved.

This is very true and of course we know what he wants at the Meadowlands but lets be honest, would anyone have opened Tioga or taken on the Meadowlands without some guarantee of slot machines?  I say no.

The bottom line is Jeff Gural loves Harness racing, wants to see racing succeed, invested tons of dollars to make things happen, and YES he is a businessman making an investment. He or nobody like him should be bashed (not by you) on a regular basis, unless the people bashing are harness racing bashers/haters...then I get it...I guess...I will continue to fully support him, and hopefully many others support the meadowlands thumbs up thumbs up thumbs up thumbs up thumbs up trophy trophy trophy trophy

The horses are front & center at Gural tracks. If the Meadowlands got slots it would be great for the ENTIRE INDUSTRY. The dollars would be invested back into RACING & not just a trivial few.
NO OTHER SLOT TRACK HAS DONE THAT.

Of course he expects or maybe even knows he'll get the slots in NJ & has said as much...he'd be an idiot to put any money into it now otherwise......at least his tracks make an effort to make horse racing & the fans/bettors a priority.

as long as everyone knows jeff main objestive is slots..he just has to have the horses to make the slots work....do you really believe that if ny and nj  said ok  u dont need to race any more to keep the machines..jeff would say..NO  i want to keep racing too..if you believe that i have some ocean front property in arizona for u
