Source for Licensing Status and Rulings

Does anybody know what site shows rulings and licensee status?  I remember a site where you could see past bad tests, etc, but cannot find it.  Thanks.

There's also the Illinois state-specific one which includes the administrative fines/judgements:

And also there is
thoroughbredrulings.com which allows you to search trainers and see their entire records across all reporting jurisdictions.

Thanks, Chris and Janine.  I almost forgot about the fine I got for failing to have proper shoes on the horse from hell that God, himself, could not have shod lol.  I am trying to help a rider with an old issue but it does not seem to show up in these databases.  They are, however, terrific resources.
