Whenever something happens with a driver, trainer or licensee, that info needs to and should be posted on a regular and timely basis. Several people in the industry, again, utilize the web for quick and more importantly TIMELY information.

In the last 2-3 weeks the updates haven't come on late Thursdays as they have in the past, they're now coming out on the following Mon, Tues or even later! They don't post everything, seems like someone is controlling this information.
http://www.arci.com/Recent7.asp - Updates every once in a while, lots of jurisdictions aren't even mentioned as they'd rather not tarnish their reputations. Is this bad integrity or what?
http://www.napraonline.com/PublicPages/PublicrulingsNew.aspx - NAPRA stands for the Nat'l Assoc. of Pari-mutuel Regulators Association. Their informaton is also VERY selective and doesn't include ALL jurisdictions; someone again is controlling all of the information from this association.

You can search by name or date and find a lot of information here. It's only limited to New Jersey and again some of the information looks like its controlled by the racing commission aka everything's not posted here as well. Again excellent archived information.

Allow me to to give you the 411 on the various "rulings" pages you've cited.
USTA:
Other than the information on the suspension of USTA memberships, they can only publish what the states (the actual regulatory authorities) report to them. Many states are very slow in providing the information to the USTA. The publication of the weekly document has been slowed in recent weeks because of problems that arose with the reporting of Brian Sears' drug-related suspension. Pennsylvania was giving them outdated and often incomplete rulings, and by the time they got published, they had already been amended or rescinded. As a result the USTA is taking a little more time checking out the information on major suspensions before publishing it.
ARCI and NAPRA:
Some states belong to ARCI, some to NAPRA. Neither have any regulatory authority. Each organiization can only report on their own member states. As with the USTA, they have to rely on what the member states give them.
NJRC:
The website tells you it is not an "official" listing of fines and suspensions. As far as I can tell, as many small ($25) fines as important rulings are omitted. Just looks like the typical random errors of some bored state employee who is living far too well off of my tax dollars, rather than any intentional manipulation of the information published.
