IMHO Lazy in it's self is not all that bad. Certainly better then the opposite.
Some of the best horses I have ever had were some of the laziest.

Just watch some of the horses walking around at The Meadowlands just before they turn to go to the starting gate. Many of them seem to be saying with their body language "Ah gee shucks can't I just relax for a bit more"? And then they turn and pace in 1:50 .

But first I think you need to explain what you are calling lazy.
I am guessing that what you are calling lazy to a fault is not what I (or many horsemen) would call lazy to a fault.

I am just an old "Hoss" trainer, that has been raced hard and put away wet.
As my Friend from Maine(Ora Stratton) says "There are horse trainers, and then there are real "Hoss" trainers.

when you say wont race competively you mean he wont pass a horse  or he qualifys and does every right but under the lights shows no interest?
