Pat,
       In the old periodicals and especially in the Horse Review, many of the items were submitted by locals and correspondence.
 It could have been written and submitted by most anybody. It would be nice if we had an author to attribute the item to, however the thing I've learned to accept in my archival travels is that all questions will not get answered.

 All magazines have files and files of very brief items that are marked "to be used in emergency as a space filler".
 When I'm going through a periodicals and through the process of archival, I'll lump these "filler" items into one file, which I name "Tidbits".
 Creating a full file for such brief items (many are only one or two lines) items would make organization of files a nightmare, not to mention increasing tremendously the overall quantity of files in my archives.
