moderators handle the dialogue that originates within the country where the website is registered to. Global moderators handle the dialogue from the other countries that chime in from time to time. He spotted that Chinese post, which is why he made his presence known, sensing some China backlash forthcoming.

Global is over just a regular moderator.
Luckily we police ourselves here. Really don't need a lot of interference.
Global mods have the same powers as admins.
