I was around during the days that OTB legislation was passed and the racetracks were promising the moon.  "Your purses will double or triple" were the statements that the tracks were putting out.  Then the bill passes and the wager splits at OTBs favored the racetracks by 3 to 1.  I dont know what the racetracks are saying but if they're promising millions, BEWARE.  Their great at making those millions turn into nothing.  For example, recapture.
