Taken from www.harnessillinois.com:

"Under a separate agreement negotiated between the IHHA, Balmoral/Maywood and Suburban Downs the harness horsemen will receive half of the proceeds and ALL future recapture will be WAIVED!!!!"

What exactly does this mean and can this "separate agreement" be shown to the members of the IHHA as proof as to what they're talking about here?

Who voted this agreement or did the Board of Directors simply decide themselves. The membership of the IHHA must decide on issues like this, even on short notice; or again does the ELECTED Board of Directors just say OK 50/50 instead of 60/40 even though you'll end up making more $$$ in the end.

The clause on marketing and promoting the sport is a joke. THIS SHOULD HAVE BEEN DONE SINCE 1995 AND EVERYONE KNOWS IT.

 trotter recapture,the absolute scourge of payback.imagine a bussiness able to puniish others when thier own doing is the core of the problem. imagine another buiness penalizing the employees when they fail to meet expectations. i believe duncan price was in charge at the time this pleague was signed into being,this is what happens when your in managements pockets

And I remember them running around and telling everyone  what a great deal it was. Yeah, for the track owners.I can only hope that the "horsemen" who sold that idea, get what's coming to them. And they ALL know I was against it and told them so. It was SO stupid I didn't think Langley/Johnston would ever get it approved. Boy, was I wrong. I'm not sure what was worse, approving recapture or wearing those funny-looking casiNO buttons and trying to stop the casinos from coming into Illinois. If our leaders had any sense or balls, I'm not sure which they needed-maybe both, they would have done like Indiana and got a cut, albiet small, but still a cut of a very large pie.

Jester , I don't think any one has said it better. While Horseman in general can't agree on any thing, I think 95 % would agree on your post!

Duncan Price was NOT responsible for recapture!
If you want to blame someone, a good start would be Ed Duffy who was one of the
original creators of that provision. Jim Reynolds, Doc Walker and IHHA President Del
Insko were right there giving their 100 % support of the concept.
