My et prescribed Iodide powder for my trotter.  I have used sodium Iodide jugs for breathing.  does the Iodide powder do the same thing?

One jug maybe to normalize iodiode levels -- more than that (consecutive weeks, for example) will be too much.  Just like dempster said -- green tears or yellow crustry collection in eye-sockets.  It can dull a horse.

What is it good for?  My vet said to use it for three days and off one before race?

Info on this is a bit sketchy.  Iodine is necessary in diet for proper thyroid, gastrointestinal and neuroligical functions.  2mg/day for horses "should be average"; grazing horses will get this from the environment.  3 days before a race is what I understand too for a jug which can address an iodine deficient metabolism.  Some "loading" can occur because iodine is not eliminated quickly and stays stored in some organs (not sure which ones) but that is what creates the dullness if given too much.  Checking feed %'s and/or gradual supplementation is best.
