I know if you scratch from the 8 hole you get it automatically next race, but is that the same rule if you scratched because you couldnt make it to the track because of the weather?

I doubt they can make exceptions for weather conditions.  If a horse has the rail, the connections are more likely to attempt to make it to the track no matter what it takes.  With the 8 hole, it is a lot easier to claim the inability to get out of the driveway.

The thought process would be something like this:
If I have the rail, I shall hook the trailer to the neighbor's 4 Wheel Drive Truck.  The 4x4 can get through anything.  I wouldn't miss this rail shot for the world!

That could be true, unless your trainer scratches another one of his horses in a series, and drew 5 or 6.  But yeah, I imagine they won't make exceptions.  Maybe if you scratch out of the rail you should get that next race too.  I don't agree with that rule.  Maybe make something like you can't get back in for a couple of weeks, but not get the 8 hole again.

I believe that is the rule for not getting the 8 hole again?

That's what I thought it was too, but I was told by the trainer it's the 8 hole again, if someone knows the actual rule could you please clarify it.

That is the rule, I'm not ganna name anyone but this rule was made because one guy would scratch every time he got the 8 hole, even if he had more than one in he would scratch that one horse every time, most of us know who this is.
