Rucker incident - please clarify

Last night, at the OTB parlor, people were talking about a supposed incident with Rucker from about 10 years ago, where him and his vet were actually caught red-handed pre-racing a horse on race day.  The guy that caught him worked for the state and this incident was supposedly the reason that Ken Rucker stopped using his name as trainer in the mid 90's.  My questions are, did this event actually happen?  What was the penalty?  Could that have weighed against him when it came to handing out penalties in this latest positive?

The incident could have happened but I don't remember. I do however remember that back around 97 or 98 Rucker got 10 caffeine positives. He was given a one years suspension for those positives and it was posted on the board in the Balmoral racing office. He ran out and got a TRO and when he did he took his name off the horses and listed his wife as trainer for the next several years. He NEVER served ONE day for even trainers responsibility for those 10 positives. How he got out of that I'll never know.

   Langley finally had enough with all the ghost trainers that some guys were putting down so if they did get a positive they wouldn't be the one who went down. Such as Mitch going down for Porcelli, Buscrat going down for Hiteman, and Ruckers wife going down for Ken. There were also others doing the ghost trainer bit. Anyway Langley put a stop it all that.

  Check out the picture below and notice the years Rucker was not listed as trainer. The year he stopped as trainer was the year he got the 10 caffeine positives.

Yes this is true, he had a stay and something elce for a year, It got piched out of court because what i hear to many holes our good IRB bad paper work,
