Is one reason that Tom Carey never screams from the rooftops that the Gestapo gets all the dates due to the fact that he is a MAJOR shareholder in Balmoral Park - to the tune of slightly less than 20 %.  Also, how much does the Yankee shipbuilding scrounge really own ?  Is he a MAJORITY shareholder, allowing the Gestapo to do all his dirty work in securing a near monopoly on dates and revelling in the only on-track winning surcharge in all North American pari-mutuel racing ?  If any of these elements are true, no wonder why nothing is done to make changes that the public has been clamoring for.  TC
