NTRA ANNOUNCES BOARD MEMBERS FOR NEW POLITICAL ACTION COMMITTEE

The National Thoroughbred Racing Association (NTRA) today announced the Board members for the NTRA Political Action Committee (PAC). Board members include Lucy Young Boutin, Bill Casner, Don Dizney, C. Steven Duncker, William S. Farish, Jr., Thomas Gaines, John Harris, Robert T. Manfuso, Robert S. Strauss and ex-officio members Tim Smith, NTRA Commissioner, and D.G. Van Clief, Jr., NTRA vice chairman and president of Breeders’ Cup Limited.

“We are pleased to welcome these distinguished industry leaders to the NTRA PAC Board,” said NTRA Commissioner Tim Smith. “Their direct participation in the NTRA’s legislative programs will strengthen our efforts in Washington and our discussions with members of Congress on matters that affect the Thoroughbred racing and breeding industries.”

The PAC Board held its first meeting on Wednesday, March 26, via teleconference. In addition to receiving a report on the NTRA’s current legislative initiatives, the Board reviewed fund-raising strategies for 2003 and approved the first disbursement of PAC funds. The next Board meeting will be in Washington, D.C., May 13-14. The meeting will include private briefings and hosted events, which major PAC contributors and Congressional leaders will be invited to attend.

The NTRA PAC was formed to make “hard money” contributions to national political parties on behalf of the Thoroughbred industry. PAC funds are raised from individuals affiliated with an industry or group (with a limit of $5,000 per person) and are contributed by the PAC to candidates or political parties at the federal level. The NTRA PAC complements the Legislative Action Campaign, the renamed continuation of the “1/4%” program through which buyers, sellers, consignors and sales companies voluntarily contribute one-quarter of one percent of the price of Thoroughbreds sold at public auction to the NTRA’s legislative fund. The Legislative Action Campaign raises “soft money,” which in 2003 will support educational events relating to the Congressional Horse Caucus, contributions at the state level to state political parties, the American Horse Council, horseracing lobbyists and studies on problem gaming in racing as well as the economic impact of the racing and breeding industries.

The NTRA is a broad-based coalition of horseracing interests, including the American Quarter Horse Association, charged with increasing popularity of horseracing and improving economic conditions for industry participants. The NTRA and Breeders’ Cup Limited also administer the Breeders’ Cup World Thoroughbred Championships, Thoroughbred racing’s year-end Championships consisting of eight races and $13 million in purses and awards, the Breeders’ Cup Stakes Program and the Great State Challenge. Board Member Biographies

Lucy Young Boutin, Overbrook Farm, Lexington, Ky.
Ms. Boutin has more than 20 years’ experience in Thoroughbred racing and breeding. She is a member of the Breeders’ Cup and New York Racing Association boards and a member of The Jockey Club. She is also a past board member of the Grayson-Jockey Club Research Foundation, the University of Kentucky Equine Research Foundation, the University of Kentucky McDowell Cancer Foundation and PNC Bank Advisory Board, among others.

Bill Casner, Winstar Farm, Versailles, Ky.
Mr. Casner has been in the Thoroughbred industry for more than 40 years. He and his business partner, Kenny Troutt, are co-founders of Excel Communications. In 2000, the two purchased the former Prestonwood Farm and renamed it WinStar Farm.

Don Dizney, Double Diamond Farm, Ocala, Fla.
The owner of Double Diamond Farm and chairman of United Medical Corporation, Mr. Dizney has been in the horse industry since 1983. He is a founding member of the NTRA Racing Integrity and Drug Testing Task Force, a Steward of The Jockey Club and a member of the Florida Thoroughbred Breeders’ and Owners’ Association, as well as a member of the Breeders’ Cup Board.

C. Steven Duncker, New York City, N.Y.
Mr. Duncker is a former partner in Goldman Sachs Group, Inc. and has been involved in Thoroughbred racing since the early 1970s. He is a member of The Jockey Club and is Chairman of the Graded Stakes Committee. Mr. Duncker is also on the Executive Committees of the Boards of Trustees of both the New York Racing Association and the Thoroughbred Owners and Breeders Association, and serves on the Boards of Directors of Equibase and The Jockey Club Information Systems, and on the Board of Trustees of the Jockey Club Foundation.

William S. Farish, Jr., Lane’s End Farm, Versailles, Ky.
Mr. Farish manages his family’s Lane’s End Farm. He currently serves on the boards of the Breeders’ Cup, The Blood-Horse, the University of Kentucky Equine Research Foundation, the Kentucky Thoroughbred Association and the Thoroughbred Owners and Breeders Association. Mr. Farish also is a member of The Jockey Club and is a past president of the Thoroughbred Club of America.

Thomas Gaines, Gaines-Gentry Thoroughbreds, Lexington, Ky.
The son of Thoroughbred breeder and Breeders’ Cup founder John R. Gaines, Mr. Gaines has had a lifelong involvement in the Thoroughbred industry. He is president of KBC International and director of Gaines-Gentry Thoroughbreds.

John Harris, Harris Farms, Sanger, Calif.
Mr. Harris owns Harris Farms, which was founded in 1937. He is a member of The Jockey Club, the Thoroughbred Owners and Breeders Association and the vice chairman of the California Horse Racing Board. He is a director and past-president of the California Thoroughbred Breeders Association.

Robert T. Manfuso, Chanceland Farm, Friendship, Md.
Mr. Manfuso is a partner in Manfuso Brothers Investments and a director of Pinnacle Entertainment, Inc. He has held positions on the boards of the Laurel Racing Association and The Maryland Jockey Club. He is a past director of the Maryland Horse Breeders’ Association and is a current member of the Executive Committee of the Maryland Million and of the Breeders’ Cup Board.

Robert S. Strauss, Akin, Gump, Strauss, Hauer & Feld, LLP, Washington, D.C.
Mr. Strauss’ extensive political experience spans more than five decades. From 1973 to 1976, he served as chairman of the Democratic National Committee, and was chairman of President Jimmy Carter’s election campaigns in 1976 and 1980. Additionally, Mr. Strauss is a former U.S. ambassador to the Soviet Union, and following its dissolution, continued in that capacity for the Russian Federation. A member of the Council on Foreign Affairs, he currently is engaged in the private practice of law in a firm which he founded in 1945.

Tim Smith (ex-officio), NTRA, Lexington, Ky.
Mr. Smith has been the NTRA Commissioner and CEO since the organization’s inception in 1998. Under his leadership, the NTRA has diversified its operations to include subsidiaries such as NTRA Investments LLC, NTRA Productions LLC, and NTRA Charities Inc. He is the former Deputy Commissioner and Chief Operating Officer of the PGA TOUR.

D.G. Van Clief, Jr., (ex-officio) Breeders’ Cup Limited/NTRA, Lexington, Ky.
Mr. Van Clief is the NTRA Vice Chairman and the President of Breeders’ Cup Limited, serving on the boards of both organizations. A member of The Jockey Club, Mr. Van Clief is also Chairman of the Racing Medication and Testing Consortium and of Fasig-Tipton. He is a Trustee of the American Horse Council, The Blood-Horse and The Jockey Club Foundation.
